Webhook Errors

Verify Manage Webhooks and Send Messages in the parent channel. If someone deleted the NarutoVerse webhook externally, allow Kakashi to recreate/re-resolve it through a normal valid proxy attempt after permissions are fixed.

Do not create/share manual webhook tokens as a workaround.
